Dr. Darlene Ruscitti

Regional Superintendent of Schools

Dr. Darlene J. Ruscitti is the Regional Superintendent of Schools for DuPage County. She is the first woman ever elected to the position of Regional Superintendent of DuPage since the inception of the office in 1854.

Darlene earned her Doctor of Education Degree from Loyola University, Chicago, in Policy Studies and Administration, and Masters and Bachelor of Education Degrees from Northeastern Illinois University, Chicago. Dr. Ruscitti has been a school board and PTO president, teacher, staff developer, administrator, and the assistant regional superintendent of schools for DuPage County.

Dr. Ruscitti’s experiences include appointments and nominations to a myriad of education and business committees that currently include, DuPage County Strategic Planning Initiative, DuPage Work Force Investment Board, DuPage Youth Council, DuPage Juvenile Justice Commission, Federation of Human Services Board, DePaul University Education Board, University of Illinois Chicago’s CASEL Board (The Collaborative for Academic, Social and Emotional Learning), Board of Directors for the Abraham Lincoln Center for Character Development, Three Fires Council Boy Scout Troop Executive Board, Illinois Delegate to the annual Congressional Conference on Civic Education, and the DuPage Area Project, to name a few.

Accomplishments

Accountability to Taxpayers

Under her administration, the office is dedicated to achieving excellence in education while keeping a watchful eye on taxpayer’s hard-earned dollars. The office has aggressively pursued and obtained hundreds of thousands of dollars in grants from both the state and national governments, to pay for critical educational programs that go directly to schools without any additional burden on homeowners. She continues to explore the legal and financial advantages of pooling health and liability insurance costs, transportation costs and the centralization of school district accounts payable expenditures to save taxpayers even more.

Student Safety

The office has initiated policies designed to assist neighborhood schools, in developing specific guidelines and crisis management plans, to maximize the safety of every child in every DuPage County classroom. Dr. Ruscitti launched the focused coordination of activities between the County’s Homeland Security Department, schools, and local Fire and Law Enforcement agencies to ensure that every school provides an environment that is safe and conducive to learning.

She also successfully initiated legislation that strengthened the role of mandated reporting, school investigations, and protecting children from victimization.

Highest Classroom Standards

Dr. Ruscitti’s objective is to make every DuPage County school great for every child. To achieve this she has created programs providing technical assistance and support to enhance teacher quality and guarantee excellence in every curriculum. Particular attention has been paid to core courses of math, science, reading, gifted education and language skills. Her professional staff works closely with schools in meeting the requirements of the No Child Left Behind Legislation.

Darlene believes that her office has a special responsibility to every child.

DuPage County State's Attorney

Joseph E. Birkett became an Assistant State’s Attorney in DuPage County in October 1981 and advanced rapidly through the Criminal Division. In 1985, he was promoted to Chief of the Major Crimes Unit, prosecuting drug delivery cases. The next year Joe was named Deputy Chief of the Criminal Division. He served from 1991 until October of 1996 as the Chief of the Criminal Division.

Joe was sworn in as DuPage County State’s Attorney on October 1, 1996 to succeed Anthony Peccarelli in filling the unexpired term of Jim Ryan, who was elected Illinois Attorney General. Joe was later elected to the position for a four-year term in November of 1996, re-elected for another 4-year term in November of 2000 and re-elected again in November 2004. Joe is responsible for managing an office with over 170 employees and a budget of over $8 million.

The DuPage County State’s Attorney, through his Assistants, prosecutes all criminal matters in the 18th Judicial Circuit Court on behalf of the People of the State of Illinois and provides legal counsel to the County of DuPage, County Departments, and County Officials in their official capacity. The State’s Attorney also brings suit on behalf of the County whenever deemed necessary and defends the County when it is sued.

The primary mission of the DuPage County State's Attorney's Office is to seek justice in each individual case. Protection of the public and the well being of the victims of crime are the concerns that guide trial practice, policy development, program implementation and the actions of the professionals working in your State's Attorney's Office. Joe has been responsible for developing new and innovative methods for reducing crime, increasing public safety and enhancing the quality of live for citizens in DuPage County.

Joe is a teacher, a frequent lecturer across the nation, and an award-winning administrator. Throughout his career, Joe has received numerous awards and commendations for prosecutorial excellence from State’s Attorneys, law enforcement agencies and victims. In June of 2006, the State’s Attorney’s Office was recognized by the National Committee for Employer Support of the Guard and Reserve as a Patriotic Employer for the Office’s support of employee participation in America’s National Guard and Reserve Forces. In August of 2006, the State’s Attorney’s Office’s Parental Gang Education Class was honored by the National Association of Counties (NACo) and the National Gang Crime Research Center (NGCRC) for its innovative and creative approach in addressing the County’s street gang problem.

John Zaruba

DuPage County Sheriff

Sheriff Zaruba is a lifelong resident of DuPage County. He has been a member of the DuPage County Sheriff's Office since 1974, was appointed Sheriff in April of 1997 and was elected to the office in 1998 and 2002 by the citizens of DuPage County. He has worked in nearly every facet of the office, including corrections, court security, patrol, accreditation and planning and research.

In his many years with the Office, Sheriff Zaruba has brought many innovative ideas and programs to the DuPage County community. As an advocate for crime victims, he has focused on combating the problem of domestic violence by implementing several victim assistance programs to protect the victims of abuse and other violent crimes. He created the position of Neighborhood Liaison Officer to work directly with residents and address their needs. He has worked with cellular companies to make dialing 911 from a cellular phone possible in DuPage County. He also organized the S.W.A.P. program; the Division of Professional Standards and Conduct; the SR-22 Unit; the Community Resources Unit; and a media relations office. He implemented the Guardian program and Cell Link programs to help ensure the safety of senior citizens in DuPage, and developed the idea behind the First Step program to assist parents who fear that their child may be abusing drugs. Sheriff Zaruba also started SPEAR (Sexual Predator Enforcement, Apprehension and Registration Team), a multi-jurisdictional team that regularly checks on sexual offenders living in the county to make sure they are complying with the Illinois Sex Offenders Registration Act.
Education

Sheriff Zaruba holds a Master's degree in criminal justice from Lewis University, a Bachelor's degree in law enforcement administration from Western Illinois University, and an Associate of Science degree from the College of DuPage. He is also a graduate of the Northwestern University's School of Police Staff and Command and the Illinois Law Enforcement Executive Institute.

  • Sheriff Zaruba was awarded the Liberty Bell Award by the DuPage County Bar Association and was named 1998 "Illinois Law Enforcement Chief of the Year" by the Illinois State Crime Commission.

bucholzIt has been my pleasure serving you in the DuPage County Recorder’s office for the past 24 years.  I have been involved with many technological changes to ensure the quality, accuracy, and safety of your land records.  I am a proven, trusted, and professional administrator.  Customer service will always be my number one goal.  Over the past 24 years I have faced many challenges in the Recorder’s office.  I believe that identity theft and mortgage fraud are the challenges the Recorder’s office faces today.  Personal identity theft affects us all.  I am confronting this issue and will provide the residents of DuPage the tools they need to protect sensitive information in the Recorder’s office.  Mortgage fraud has created an undue burden on innocent homeowners requiring them to seek legal assistance.  I am creating a Property Fraud Alert System that will be one of several road blocks needed to deter unscrupulous people from using your land records for their personal gain.  I hope I can count on your support and your vote on November 4th to continue this mission.  Thank you again for allowing me to serve as your DuPage County Recorder.

Continued involvement in land acquisition efforts, encouragement of natural resource management and development of high quality recreational and educational facilities.

As President of the Forest Preserve District, I have promoted two successful voter-approved land acquisition referendums totaling $142 million.  In addition, I have encouraged the formation of partnerships with the Illinois Department of Natural Resources and advanced the sharing of purchased properties with various park districts throughout DuPage County.  I am also well acquainted in the areas of operational and master planning and fiscal management, including tax levy rates, bonds and bond ratings.

Peter (“Pete”) A. Siekmann is a lifelong Republican and resident of DuPage County. He grew up and still resides in West Chicago with his wife of 24 years, Jeni and their three children – Kelly, John and Jim.

BACKGROUND AND EXPERIENCE

Pete has served the people of DuPage County for 31 years. He began his career with the coroner’s office as a Disaster Deputy Coroner in 1974. Two years later he was hired for the full-time position of Deputy Coroner, where he worked as an investigator on the street for 17 years. For the next 11 years Pete was the Chief Deputy Coroner, supervising the investigations division. He was elected to the position of Coroner in 2004.

Throughout his career Pete has been involved in over 10,000 death investigations, including over 165 homicides. He has attended several hundred autopsies and presided over more than 1,000 inquest hearings. In addition, Pete has given numerous lectures to schools and organizations regarding public safety and the causes and prevention of premature death. He was also instrumental in the development of a disaster plan that outlines the role the coroner’s office would have if a disastrous event were to occur.

Clerk of the Circuit Court

Chris Kachiroubas became a candidate for Clerk of the Circuit Court in 2003, won the 2004 election and was sworn – in December 2004. The DuPage Clerk of the Circuit Court is responsible for all court records of the 18th Judicial Circuit. The 18th Judicial Circuit, which encompasses all of DuPage County, is the second largest circuit in the State of Illinois. Presently, the 18th Circuit has 38 House Courts and 4 field courts.

In 2006, the Clerk's office handled over 26,000 new civil case filings and over 220,000 new criminal filings. The Clerk's office manages over 850,000 items on the court call annually. Within the criminal filings there are 187,000 traffic tickets written by 40 different law enforcement agencies. Approximately 54% of all traffic citations are handled and disposed administratively through the Clerk's office. Additionally, over 22,000 warrants and 46,000 summons are issued and processed through the Clerk's office.

The Circuit Clerk's office is the steward of all fees, fines and costs, as ordered by the court. Annual revenue for 2006 is expected to reach $24,000,000 and the Circuit Clerk's will be the third largest revenue source in DuPage County, behind the countywide sales tax and property taxes.

Chris has brought many new innovations in his short tenure: Expanded case management and court information through the internet; Payment of petty/traffic tickets through dupagecase.com; a compliance program that has brought in over $3,000,000 since December of 2004; and a new, open, waiting area with a 'help station' to assist you when you come into the Clerk's office.

As Clerk, Chris is focused on improving customer service, strengthening the use of technology and dealing with a reduced budget by the County while adhering to his statutory duties. Chris Kachiroubas is looking forward to serving DuPage County for many years to come.

Prior to becoming Clerk of the Circuit Court, Chris was elected 3 times as the Addison Township Assessor. Chris had spent a total of 24 years with the Assessor's office beginning in 1977; serving in several different positions within the office. He served as President of the DuPage Assessor's Association; at-large Board member to the Illinois Assessor's Association and a Board Member to the Township Officials of Illinois.

Chris, his wife Laura and their 3 children have lived in Elmhurst for the past 7 years and Chris has lived in DuPage County for 30 years.

Chairman, DuPage County Board

Bob Schillerstrom was inaugurated Chairman of the DuPage County Board in 1998, and focused his first term in office on initiatives designed to improve the quality of life in the growing suburban county and to put DuPage County back on the right track.

As Chairman, Schillerstrom followed through on pledges to preserve open space, improve the county infrastructure, implement ethics and purchasing reforms and strengthen law enforcement, all while holding the line on taxes and protecting the county's fiscal integrity.
Schillerstrom has streamlined county government and made it more accountable to taxpayers.

A hallmark of Schillerstrom's first term was the investment in improving DuPage County's infrastructure, understanding its importance to economic development and the quality of life for county residents.

An outspoken advocate for regional transportation issues, Schillerstrom led the charge to support a Western Access to O'Hare International Airport. Working with Federal, State and City of Chicago officials, Schillerstrom was able to see Western Access and a North/South by-pass road included in the final O'Hare Modernization Plan and initial funding secured through the 2005 Federal Transportation Bill.

In 2005, Schillerstrom championed an increased dialogue on public transit needs that emphasized the dynamic role the suburbs and collar counties play in the regional economy. By bringing together the Chairs of the Collar Counties, Schillertrstom was able to change the debate from the need for a CTA bailout to the need for a comprehensive review of regional transit.

A strong fiscal conservative, Schillerstrom championed a bill in the Illinois legislature in 2003 to allow the County to utilize taxpayer funds, kept in excessive reserves by the DuPage County Water Commission, to fund critical public health and safety initiatives.

A believer that government must not only do what is mandated but do what is needed, Schillerstrom created a Mental Health Collaborative. The Collaborative, founded in 2005, brings together County government, community organizations, health care providers and businesses to address the growing need for mental health services. This collaborative works along Schillerstrom management principals; leverage resources, do not duplicate efforts and maximize service to the public.

Schillerstrom has been an active and successful figure in DuPage County politics for two decades. He was elected Chairman of the County Board in November 1998. Previously, he was an elected member of the DuPage County Board and served as a Forest Preserve Commissioner from 1986 to 1992. Schillerstrom served on the DuPage County Regional Planning Commission from 1988 to 1992 and was a Commissioner of the Naperville Park District from 1983 to 1985. He is the Honorary Past president of the DuPage River Coalition.

Bob Schillerstrom lives in Naperville with his wife, Mary Beth O'Connor and their daughter Katie, a senior at Wheaton Academy. Their son Connor is a senior at Georgetown University and son Curtis just began his sophomore year at DePaul University.
